A recent Harvard Medical School study reveals that nearly 2 million American military veterans have no health coverage. In other words, more than 12 percent of the 47 million people in this nation without health insurance are veterans. According to the Harvard press release, this study is published in the December 2007 American Journal of Health and was conducted by Harvard Medical School researchers at Cambridge Health Alliance.

The news release reports that just shy of 2 million non-elderly veterans were uninsured in 2004, and this about 290,000 more than were uninsured just four years earlier. “The number of uninsured vets has skyrocketed since 2000 and eligibility has been cut, barring hundreds of thousands of veterans from care,” remarked Dr. David Himmelstein in the report. Dr. Himmelstein is the lead author of this study an is a Cambridge Health Alliance physician and Associate Professor of Medicine at Harvard.

“Like other uninsured Americans, most uninsured vets are working people – to poor to afford private coverage but not poor enough to qualify for Medicaid or means-tested VA care,” Dr. Steffie Woolhandler, a physician associated with Cambridge Health Alliance and Harvard Medical School Associate Professor said in the press release.

This study, which utilized detailed findings from government surveys released between 1988 and 2005, classified veterans as uninsured if they lacked health insurance or were not receiving care at Veterans’ Health Administration (VHA) hospitals or clinics.

According to the study, beyond the almost 2 million uninsured veterans are 3.8 million additional members of these veteran households who, in 2004, were either ineligible for Veterans Administration health coverage or were also uninsured. 1.768 million veterans who did not have health insurance in 2004 and, of these, 645,628 were Vietnam war-era veterans. 1,105,891 other uninsured veterans were those who served in “other eras,” such as during the Iraq and Gulf wars. More than half of all these veterans (56.5%) were 45 years of age or older. 49.1% had not seen a physician within the prior year, and 66% had not been admitted for preventative care. Almost two-thirds of these uninsured veterans were employed, yet 31.2% of the uninsured veterans held off on receiving health care because of the cost of health procedures and services. The study reports that “many” uninsured veterans were unable to receive VA care because a 2003 order from the Department of Veterans Affairs stopped enrollment of veterans classified as “middle income.” Further still, waiting lists, some co-payments that were beyond the uninsureds’ means, and a dearth of VA healthcare facilities near some of the uninsured veterans prevented many other veterans from receiving VA care.

“We need a solution,” continued Dr. Himmelstein in the news release, “that works for veterans, their families, and all Americans – single payer health insurance.”
